Barrier Workgroup

 

Summary Statement

The North Central Washington Forest Health Collaborative (NCWFHC) has formed a Barriers Workgroup to actively engage with the Okanogan-Wenatchee National Forest (OWNF), and other NCWFHC partners to identify barriers to restoration at all stages of project development, from planning and implementation to monitoring and completion.

The Barriers Workgroup will make decisions by consensus. In the absence of consensus, diverging recommendations will be forwarded to the NCWFHC for decision-making.

 

Workgroup Roles

  • Work with the Supervisors Office, and the Wenatchee River, Entiat, Chelan, Methow, and Tonasket Ranger Districts to identify barriers to restoration and project level barriers to planning, implementation, and completion.
  • Identify any barriers associated with the OWNF Restoration Strategy.
  • Clearly identify required and/or common project elements, any relevant sequencing, and any seasonal and/or budgetary timing implications.
  • Develop a list of planning and implementation barriers, including those that are forest-wide and those unique to individual ranger districts.
  • Track projects in each district as they move through planning and implementation and into monitoring and completion.
  • Develop and maintain a list of shelf stock projects that have completed environmental analyses (NEPA) but have yet to be implemented.
  • Present findings to full collaborative group for determination of next steps and actions for addressing barriers.
  • Work with the OWNF and the NCWFHC to facilitate impactful engagement around identified barriers to restoration.

 

Workgroup Responsibilities

  • Liaison with the districts semi-annually or annually as a workgroup to create and update current list of barriers to restoration.
  • Meet with district staff, specialists and managers at the SO office, and other NCWFHC partners to obtain a comprehensive and diverse perspective on barriers to restoration.
  • Identify critical barriers that the NCWFHC is well suited to address.
